Co-Located Dry Cleaners Fact Sheet
Dry cleaners using tetrachloroethylene or other chemicals are sometimes co-located in the same building with residences, offices, retail businesses, or food establishments. This fact sheet addresses potential health effects associated with co-located drycleaners, discusses rules governing indoor air emissions, and details issues associated with indoor air sampling. Chemicals Used in Drycleaning Operations

Information on Chemicals Used in Drycleaning Operations is available as a viewable/ downloadable document and in a searchable, on-line database. These resources are intended to help those engaged in the assessment and remediation of contaminated drycleaner sites and to assist regulators conducting compliance inspections at drycleaning facilities. The document provides current and historical information on the types of chemicals solvents, other chemicals, pre-cleaning/spotting agents, garment treatments, and solvent and equipment maintenance materials used in drycleaning operations. The database provides information on drycleaning products/trade names (as listed on Material Data Safety Sheets), who manufactures or distributes them, what the products are used for in drycleaning operations, what chemical ingredients each product contains, the CAS number for each chemical ingredient, any alternate name by which these chemicals are known, and any additional information available. State Coalition for Remediation of Drycleaners (SCRD) 10-Year Accomplishments Report (EPA 542-R-08-004)
This report documents SCRD's work since 1998 in fostering collaboration among the states to improve and ensure the effectiveness of the cleanup of environmental contamination from drycleaner sites with support from EPA's Technology Innovation and Field Services Division and the National Ground Water Association. SCRD is composed of 13 statesAlabama, Connecticut, Florida, Illinois, Kansas, Minnesota, Missouri, North Carolina, Oregon, South Carolina, Tennessee, Texas, and Wisconsin that have enacted formal drycleaner remediation programs and other states that are active in the remediation of drycleaner sites under other authorities, including state voluntary cleanup and brownfields programs. Conducting Contamination Assessment Work at Drycleaning Sites
This report, prepared by SCRD members, provides helpful information for States and others involved in conducting site characterization work at drycleaning facilities. There are approximately 36,000 active drycleaning facilities in the United States, and an estimated 75% of these are probably contaminated. This includes commercial, industrial and coin-operated facilities where soil and groundwater have been contaminated by drycleaning solvents. In addition, there is an unknown number of former drycleaning sites that also are contaminated. Since drycleaning facilities are located in urban areas, drycleaning solvent contamination has impacted a large number of public water supply wells and threatens many other wellfields. This report includes background information on drycleaning operations, planning and conducting site assessment/characterization, and a range of assessment technologies available. It also includes examples of the assessment/characterization approaches used by several SCRD states. (10/2010)

Comparison of Remedial Systems Employed at Drycleaner Sites
The State Coalition for Remediation of Drycleaners (SCRD) analyzed data from over one hundred site profiles collected from drycleaning site remediation projects across the United States. Technology Assessment for Remediation at Solvent Contaminated Drycleaner Sites
This remediation paper discusses the general drycleaning process, how contaminants can get into the soil and groundwater, assessment methods including the impacts of chlorinated drycleaning solvents in the soil and groundwater, and remediation methods commonly used to clean up the lingering contamination. The remediation methods are based on a snapshot of the remediation technologies that have been used at drycleaning sites under the oversight of SCRD member states as of March 2005. This paper is intended to provide background information on the technologies that have been used at chlorinated solvent sites to aid those conducting remediation at similarly contaminated drycleaning sites. Drycleaner Site Assessment & Remediation - A Technology Snapshot
In this report, SCRD evaluates changing trends in the use of technologies to address drycleaner sites across the country over the last three years. The analysis is based on the responses of 28 states to a 2002 SCRD survey and comparison of these responses to those from a similar survey in 1999. The survey gathered information on technologies states have used or evaluated for assessment and remediation of drycleaning solvent-contaminated sites as well as program and project-specific information concerning contaminant types, general costs, technologies, clean-up standards, guidance documents, and lessons learned. Reported Leaks, Spills and Discharges At Florida Drycleaning Sites
This document presents data collected by the Florida Drycleaning Solvent Cleanup Program on reported spills, leaks and discharges of drycleaning solvent and solvent-contaminated wastes at 334 drycleaning facilities and 14 drycleaning wholesale supply facilities located within the State. This information provides those involved in soil and groundwater assessment and cleanup with a better understanding of drycleaning equipment, operations and waste management practices, particularly former industry practices. This, in turn, can facilitate identification of contaminant source areas. (11/2002)

Obstacles to Complete PCE Degradation During Reductive Dechlorination
This paper describes a problem -- the accumulation of cis-1,2-DCE -- that appears relatively common at sites undergoing reductive dechlorination enhanced by the addition of hydrogen releasing compound (HRCTM), molasses, sodium lactate, vegetable oil, or some other organic carbon source. The paper was presented at the Battelle conference in Spring 2002 and is based on data from a dry cleaner site in Florida. It provides lessons that can be used to develop more rigorous site qualification procedures and design criteria for the application of accelerated reductive dechlorination at other sites. (04/2002)

State Coalition for Remediation of Drycleaners (SCRD) Program Development/Administration Work Group
This document is divided into eight modules that provide an overview of sixteen states' program approaches to the following administrative processes that the SCRD Program Management/Administration Work Group focuses on refining and improving: funding, prioritization/fund management, pollution prevention, enforcement, contracting/project management, program eligibility, registration, and database/file management. Although the overall program goals are similar, each SCRD member state applies various administrative approaches to address their unique administrative objectives and constraints. (12/2010)

Drycleaner Remediation Programs: An Overview and Case Studies
EPA's Technology Innovation Office (TIO) provided a grant through the National Network for Environmental Management Studies (NNEMS) to assess the status of state drycleaner remediation programs and cleanups. This report, prepared by a graduate student from the University of Michigan during the summer of 2001, is intended to provide an overview of the drycleaner remediation programs in Kansas, Oregon and Wisconsin, an analysis of the common program strengths and weaknesses, and case studies documenting drycleaner site cleanups within these states.
